when adding a new park, need ability to draw park boundary or upload a gis file #59

i was adding a park in seattle and was able to add the park, but not a park boundary.

Link to Carkeek Park is broken.

This is not critical, but we should figure out a strategy here. Maybe the park links out to the park website and we get rid of the park pages? Or the park link just centers on the park and shows the nearby th and trips, but no boundary.

I think ultimately we are going to need a nice park editor page like we have for trips and trailheads.
