scroll separate for search options and list #65

let's see how folks react after we launch, but might want to allow for scrolling of search separate from scrolling of the list. after playing with the site, i would have liked to be able to scroll them separately.

we got some feedback from Jenn on that.

I actually started to play with this and have a few different options we can test out soon.
