Pre release breaking changes #26

rename python torch to pytorch for consistency (will break registry)
add description to all rules (for README)
rename all rules yml->yaml (may break registry)
add technology and references metadata to all rules (required by r2c)
update readme table, add script to generate table
small changes to workflows (fix tests, add validations)
add CONTRIBUTING file
