Enable Berlin Hbf for PAO #1358

SNCF is opening a new Paris <-> Berlin route.
However, Berlin Hbf isn't sncf_is_enabled?, so we cannot search this route yet.
All of the stations in-between (Frankfurt, Karlsruhe, Mannheim) are correctly enabled and already work as-is.
