Support PowerShell scripts Sensu check commands on Windows #19

Pull request to fix issue https://github.com/trainline/consul-deployment-agent/issues/7.

Proposing the use of Option 4 as defined in issue linked above. Tested a deployment in AWS and works as expected.

I will be updating the wiki to document this solution if PR is accepted.
