More targets for makefile, reduce recompile of RcppExports (#312)

• calling pkgbuild::compile_dll(compile_attributes = FALSE) with arguments avoids recreating RcppExports.cpp, which is costly to compile. It seems this file is recreated whenever pkgbuild::compile_dll() or devtools::load_all() is called, even if not strictly necessary, leading to rebuild.
