Variation in environment when growing individuals #353

When using feature grow_indivduals_to_size we can specify average environmental variables

Can we provide a time dependent spline for these?

Immediate example being discussed is variable water environments

Untested, but I think so. The environment object has a set of ExtrinsicDrivers that the individual should experience.
