profit function is able to progress while hydraulic costs are nan #372

Profit function is still somehow able to produce a result even when hydraulic costs are nan due to missing theta value. Needs something to cause an error when this happens. Also, a test to check for this behaviour.

Will close this now as reimplementing everything and not sure it's still an issue. Can re-open if needed
