[Env drivers] Drive model (individuals or patches) with variable environments #425

Problem statement

We want to drive patches with temporally varying environments, so that we can

better align outputs with commonly used environmental drivers
ask questions about the effects of environmental variability on dynamics.

We previously only had the ability to specify individual fixed values.
