Fix toolbar layout and LAF overriding on Linux #31

Fixes layout of toolbar in IJ1.53
Renders toolbar using same anti-aliasing etc. of IJ1.53
In Linux, the metal LAF is only applied if the problematic Nimbus L&F is in use
Scales toolbar and YesNoDialog (AWT) to reflect IJ's scaling factor (Edit>Options>Appearance)

@tferr Awesome work! I cut a release of TrakEM2 including this work (v1.3.8), and bumped the version in pom-scijava (scijava/pom-scijava@533c2658203e623d2684081bfbdbcb0caf3d095b). We can get this into the upcoming Fiji update.
