This PR does some fixes for the rusty backend's seeking, in more detail:

seek more accurately by using the provided required_ts and skipping packets until at that point (no audible changes for me, but it is technically more correct)
reset the decoder after a seek when codec is mp3 (https://github.com/pdeljanov/Symphonia/issues/274)
