Allow release suffixes for cross-platform apps #542

These were originally removed because ios does not support suffixes cleanly. But we can still bring this back by using the suffix in the body in notes perhaps.

This was done for Step/StepRuns, but we need to port this to the new models of PreProdRelease and StoreSubmission as well.
