Drill won't heat up #1932

Description

I played in Sandbox online. I dug down with a few drills and water fell into my pit. So I spawned a few sponges. After the water was gone, I continued to use the drills. I noticed one drill had empty heat meter but would always produce steam when using it against dirt or walls. It wasn't heating up, behaving like it was still underwater.

Needs testing.

I have not been able to reproduce it again. I studied the code and I can't find a cause of the problem. During testing, drill once heated up (played overheat sound) without giving me a burn hit and without detaching. Which should not be possible. Maybe the problem is dropped packages, bad syncing, or something.
