Vote disappears or cannot be created #1984

Description

Someone in my team voted "surrender". I got killed and at the same moment the window disappeared, but the vote was still going on. After a while, the chat message "Player needs to eat a spoon of cement. Play on" was shown.

In an identical scenario, the problem didn't happen. It's an odd rare bug..

I have seen one other scenario, in Armored Warfare mod, where the vote window disappeared mid-vote. I was alive the whole time.

Today, in the latest build 4762 in Sandbox EU, I'm trying to vote next map. I waited 10 mins. But when I click on the button to create the vote, nothing happens. I'm allowed to press on the buttons again, but nothing is happening at all.
