Add rotatable Wire #1995

Describe the feature

Suggestion is to add Wire tiles that can be rotated 90° by CButton@ button press for Coupling, Elbow and Tee. Just to increase depth of mechanisms gameplay in Sandbox.

Instead of adding rotatable variants, you could just add a rotatable tile that map blobs can be placed onto. Not sure how difficult that would be. But that would be pretty cool.
