This requires:

[x] Pull 2020 block groups for California
[x] Use Urban Area for SFO and San Jose to create 2-mile buffer
[x] Select block groups within that zone
[x] Fetch and save population weighted centroids for zone system
[x] Fetch new OSM data for zone system
