Feat/ENG-221: Add technologies to API

Description

Added functionality to search for technologies to the python client.

[NOTE: Tests won't pass until introduction of technologies endpoints to API has been deployed from feo-model-results, and some technologies data has been added to the db. Hold off on merging this PR until this has happened.]

Yeah I think that's the only sensible option - the technologies work has all been merged into dev now, so it just needs a deploy to main (and for us to add a sample technology to the db).
