[Eng-1446] fix growth rate constraint #133

Description

Big M notion growth rates were no longer working as expected for larger models, with the optimisation failing to find the optimal solution.

Instead growth rates were changed so that you can always install x% of the previous years capacity, in addition to the seed/floor value.
