Objectives of this PR

[x] Create a new formulation of OSeMOSYS using linopy (osemosys-linopy)
[x] Test that the results from osemosys-linopy match those from existing formulations (OSeMOSYS_GNU_MathProg)
[ ] Compare the performance of osemosys-linopy against existing formulations
[ ] Link osemosys-linopy to a validated RunSpec xarray dataset
