[ENG-1058] bugfix ercot example solve #98

Description

Fixed bug where ercot example yaml wouldnt solve. Added correct references to reserve margin, renewable targets.

Additionally added:

Compose (broadcasting) for the region class
Handling so that trade_routes takes None value for regions not included in TradeRoute.csv
