Offset in URL prevents seeing operators found in the search form #360

Problem: You can't list any operators for a search if the offset in the URL is greater than 0.

Steps to recreate:

  1. Go to the Feed Registry
  2. At the bottom of the table, click "Next".
  3. Search for an operator, like "King County Metro".
  4. Notice that the table has 0 results, while the notice below the search form says there's 1 result. And notice that the URL has offset=50.
