Shutdowns Today View #2

I think we should display prominently any current shutdowns on the page so that it can be used as a way to check "is there a shutdown today that affects me" easily

When there isn't one currently, it should show the upcoming one

Would be easier to parse on mobile/at a glance

Yeah good idea. Maybe a more pronounced homepage is in order.
