Return back cross-unit view functionality #4615

This was lost after https://github.com/translate/pootle/pull/4561 was landed. See also: https://github.com/translate/pootle/pull/4561#issuecomment-199886871

The UI of such unit selection should stay the same (translation view with one unit per store).

@iafan just to be clear. This is the view where you click on the clickable location and it searches for that unit across all languages in the Project? Thus giving a view of how that units is translated across all enabled TPs for the Project.
