We need a client that can talk the tlog-tiles API spec. This unlocks the conformance tool / hammer, in addition to writing other clients of any of the log implementations.

PR #49 adds a basic client that works, but isn't particularly efficient. This issue will be left open until the very visible rough edges are removed.

We have a client that is being refined as needed. Having this issue open doesn't help now, so closing.
