All plenaries in one JSON #15

I will create a refactoring that puts all plenaries in one json, so the website team has a simple starting point. one plenaries.json, one votes.json, easy for team website to just build the website on (ongoing)

Done with the commits that I just pushed to main. Resulting jsons (plenaries.json & votes.json) in https://github.com/transparentdemocracy/voting-data/tree/main/data/output/plenary/json.
