Need to have a title (or something alike) to list the different motions and/or proposals

See #17 for proposal titles. Motion titles is an interesting ask: I'd say we could say the title for both proposal and motion can be considered the same. At least, so far. This will change when we add amendments to proposals. Haha this is getting complicated 😅 cc @karel1980

Proposal titles done in #25. Motion titles part of the ongoing work in #22.
