... so the website doesn't display walls of text.

Added this for proposaldescription. Frontend people can experiment with this now.

I see! :) Great. @transparentdemocracy/website you can find this in description_fr_tags / description_nl_tags (proposal description, HTML-formatted), rather than the previously used description_fr/description_nl (which was just text).
