Plenaries.json has many motions without proposal id

Guido:

A lot of motions do not have a proposal id. Normal?

They are working with an older version of plenaries.json at the moment though. But let's check, for some of the newest, and some of the oldest plenary reports.

I had a quick look already in the documents.json I generated with the improvements of #47, when you integrate https://github.com/transparentdemocracy/website/issues/14, this should be better.

I will keep this issue open to check in the coming days though:

• check the logs of the backend project on startup: 2024-05-28T20:27:36.906+02:00 WARN 47950 --- [ main] be.tr.democracy.inmem.DataModelMapper : No proposal was found with proposal id null from motion 55_228_mg_26_m0. etc

• there are still a minority of documents that don't have proposals/proposal discussions linked.

• motion-document linking will fail if the motion title does not end in a regular documents reference, but something like "MOT n* 231". Then, we're unable to link proposals to the motions currently, because we use the document as intermediary link. Example case: 55_298_mg_10_m0.
