Proposal descriptions: Summarizing proposals in user language, without legal/politics lingo (summarization part 1) #7

Currently proposal descriptions are saved in a French and Dutch text that can be quite long. We might summarize the description of proposals in a more understandable way for "common people": in the user language, without legal/politics lingo, either a manual summarization of a selection of proposals for a prototype, or full-scale using GenAI.

Stijn does not have a lot of free time in the coming days or weeks, he said. Whenever we have time, we can start this too. Our focus for now is however on getting the data quality up, currently by reworking motions extraction (#22).

This should be next up after our reworking of the motions and votes, as said above. The intermixing of English and Dutch on the website prototype are in part because of our descriptions. I'll try to start this next week. FYI Stijn notified me he was very busy in the coming days or even weeks. He will join us again later. We could take up his issues without problem. So like this one.
