When specific motion of plenary is selected, the id is visible in the url, the search bar no longer works. #19

related to check on correct search term. when the searchterm goes from empty to empty, no new search is triggered, but we can originate from plenaries for specific motiongroupid.

We still want to be able to easily go from

http://localhost:4200/motions/55_309_mg_18_m0

to http://localhost:4200/motions/ for serachterm klimaat.
