Setup remote dockerised environment for the data portal services/components (Dev instance)

Description

As a DevSecOps Engineer, I want to setup a remote dockerised environment of the data portal services/components, so that the development team can easily test all incremental functionalities and features for the portal in an environment similar to their local instances; and so that the same environment can be easily reproduced by other remote instance.

given that I have access to the remote Dev instance URL, then:

• [x] when I have the URL, the portal load for me without errors
• [x] the dockerised remote environment has all the services/components required for the data portal
• [x] all services and components of the data portalare running without errors
  • [x] CKAN DMS
  • [x] Portal.js Frontend app running on Vercel
  • [x] all CKAN services

hi @Uchechukwu-Onye-Igbo! Dev is live now here https://ckan.tdc.dev.datopian.com/. This is config repo https://github.com/datopian/dx-helm-tdc-dev. One more fix is needed for s3filestore plugin for r2 support. It is fixed, waiting approval. However, I fixed that in the codebase, so please go ahead and review. If you need more extensions, let me know. cc @osahon-okungbowa
