Split journals and child-journals in YAML #28

Enables migrations such that schema updates can occur while retaining existing annotations.

RoMEO: create romeo/data/romeo_id-to-journals.json

@jpolka I will merge this PR before starting to work on https://github.com/transpose-publishing/policies-database/pull/27, since https://github.com/transpose-publishing/policies-database/pull/27 needs the migration functionality from here.
