Moves printsolution to INSTANCES.py

One thing to consider is that the second constraint changes a bit since we now sum up only over the houses that are possible as determined by the get_configurations function, leaving out houses where no heatpump fits or no distributor can reach.

I can also change it back to the "old" way by summing up over all houses
