Sciencebase major updates #101

@GabsPalomo @lsw5077 could one of you take a look at this patch and see if it's OK.

It's a band aid to the larger problem, at this point it just provides the ability for the user to use the most recent version of the observations data.

With the recent force of all relevant data off of the FTP and some webpages and into sciencebase, our package is fairly useless as is. HOWEVER, now that it's on sciencebase, we can muchhhhh more easily hit their API to pull in information.

Okay, I've updated the package and no cmd chk warnings exists--just some notes that we can resolve later and are mostly cran specific.

Because this package is basically useless without this patch, I might go ahead and release a new version without second review.
