Updated Version number to 3.38.0 #74

There has been an update that brings a fix for log4j https://help.sonatype.com/repomanager3/product-information/release-notes/2022-release-notes/nexus-repository-3.38.0-release-notes

@johnheusinger Even though this was merged the Docker Image is not available on quay.io https://quay.io/repository/travelaudience/docker-nexus?tab=tags The pipeline also shows a yellow exclamation point.

@macskay I bumped the version again and it looks like the build is working now.
