[CENNSO-60] Fix rate limiter for PFCP Session Reports #309

Apply PFCP rate limiter only for newly detected sessions - if reporting trigger is Start Of Traffic and UE IP is present instead of Application Detection Info. Also, fix nat pool CLI command helper.
