check permissions of /usr/local before software installation

Apple decided to regularly change the permissions of /usr/local/bin and /usr/local/share.

If these are not writable when running the software installation script, the whole process should be aborted.
consider updating the permissions as part of the update script
- don't forget to do the update recursively
