Under normal circumstances, this repository is used via some automation that submits build jobs with modified configuration injected, which isn't especially obvious at the repository level. I'm going to go ahead and merge this, and then immediately follow it with a revert so that RUBY=ruby-head is the default, although the build that should generate and publish ruby-2.5.0-preview1should complete anyway.
