This is intended behavior for the user interface.
This nested scrolling behavior is also common in many different applications and would therefore be more intuitive.

Reason for disagreement:
this cannot be rejected as a end user would find that it is a bug if a cursor within the inner scroll triggers the outer scroll of all the students list(if the inner scroll area is at the start/end) as this is not conventional behavior a end user is used to. Additionally, nested scrolling behavior is indeed common in many interfaces, but having multiple nested scrolling fields like that in your app is not common. It would have been better to display all the classes or have a button to expand to display al classes to avoid this issue.
Scrolling a persons classes vertically also induces a scrolling of the whole address book, this causes some minor inconvenience as finding the hidden classes of a person at the bottom of class list within the person in the ui when scrolling the class list will be hard.
