Configure Death Penalty State - Spectate Teammate(s)

• Spectate mode, forced to follow a teammate
• Can switch between teammates?
• Constantly check if player is Spectating an Entity.
  • If not, reset to a teammate.
  • Or give Slowness x 10

***Current setting to Spectator does not turn on NoClip, so maybe ok to not Spectate a teammate?

Instead of Penalty box, maybe force players who are waiting to respawn to spectate someone else on their team.
