Added/Completed don't honor locale settings #315

My locale is set to something that don't use AM/PM, but 24h clock. Also date 
settings are different. TR ignores those settings.

Sorry, I missed that one. No, that one isn't good either. (same for Started At)

I changed the locale in TRD to dutch, and i god this settings in screenshot. i 
googled to dutch date format, and it's seems to be good. :/

I expect programs to follow the Windows locale settings, not introducing their 
own system.

If the selected culture  matches with the current Windows culture, it use the 
user settings, otherwise it use the selected culture settings (r660):
