"Add torrent with options" when adding via command line #328

Hello, 

it would be nice to have an option to switch to "Add torrent with options" when 
adding torrent via command line (Open with...). Right now it always quick-adds 
it, with all types of downloads going to one directory, which is kind of a 
hassle.

hmm, workaround: turn on "upload prompt" checkbox at localsettings.
