alt-speed button doesn't change setting.json #392

What steps will reproduce the problem?
1. alt-speed button work just when transmission still run. but when restart 
transmission-daemon. alt-speed flag become to old setting. alt-speed button 
doesn't change anything in "settings.json" 

What is the expected output? What do you see instead?

What version of the products are you using?
OS:
Transmission: 2.22 (build 2)
Remote: 2.24 (rev 0)

I think, it's a T feature. If you change the alt speed to different than normal 
speed, and you click this button, is the speed changed?

Yes, speed change.. but when restart transmission-daemon or restart router It's 
not change setting.json such as If you click the alt-speed button to enable 
alt-speed speed is change and when your router is hang or manual restart the 
alt-speed was disable.
