[digdag-ui] Resolving type issues #1737

In https://github.com/treasure-data/digdag/pull/1698, I leave some type issues (any type and ts-ignore). We should fix them to make type check more reliable.

Though I'm willing to resolve them by myself later, it is welcome that someone else do it.

Personal note: I found npm install complains.
