Support Python 3.9 #98

We have to wait pytd dependencies Python 3.9 support, especially for

As of Jan 12th 2021, the dependencies status are:

pyarrow 3.0.0 has been released https://pypi.org/project/pyarrow/3.0.0/

Note: we dropped Python 3.9 support as of 1.4.2. We're planning to support 3.9 once td-spark and PySpark support 3.9 and Python packages are released on PyPI.

@robinbowes I'm no longer with maintaining pytd anymore. It's up to @treasure-data/integrations team's decision now.
