Delta Lake tables compare view

Implement a Delta Lake tables compare view, including:

• a delta lake tables browser that only shows prefixes rather than objects. In this browser, there will be a diff icon next to each prefix which points to a delta lake table.
• An experimental merge button that leads to a coming soon modal.

This task does not include the following:

• Exchange directions button

• [ ] phase 1 - not merged to master (#5039)

• [ ] phase 2 - cleaner implementation, will be merged to master
