Closes #8181.

Change Description

Includes:

  1. Prevent creating a PR with the same branches or with empty diff.
  2. Prevent merging a PR with empty diff.
  3. Show proper message in case of PR details of a deleted branch.
  4. Change UI of src/dest in the pulls list.
  5. Add closed/merged timestamp in the pulls list.
  6. Show commit link on merged PR details
  7. Hide diff on closed PR details.
