docs: setup JavaScript documentation tool

What does this PR do?

• This PR introduces the required changes to setup a JavaScript documentation tool to read the JSdocs and generate documentation.

Description of change

• Installed jsdoc and docdash
• Added comments to api/ files with jsdocs
• Configured jsdocs to read comments and use docdash for the docs template generation

How can this be manually tested?

• Run npm i to install new dev-dependencies
• Run npm run generate:docs to generate docs
