Update AWS security hub plugin to node18

Change Summary

Upgrade lambda runtime from node12 to node18
Made changes to build process so the lambda code package can be slimmer and only contain necessary parts
Upgrade from aws sdk v2 to aws sdk v3 since lambda node18 runtime only contains v3
