0kb file is not scanned by full-and-scheduled-scan plugin #69

Describe the bug

Files with a file size of 0 kb are not scanned.

To reproduce

1.Upload a 0kb object to S3 bucket. 2.Trigger Full Scan Lambda on a schedule or manually after a while.

  1. Its "ffs-scan-date"tag is not updated. This means that the scan has not been run again.

    Expected behavior

This file should also be subject to Full Scan.
